Harris, Jr. will chair the Montgomery County Planning Board after the county’s council tapped him for the position on Tuesday. The council also appointed Josh Linden as a planning board member as well.

The planning board is the primary land use and planning adviser for Montgomery County, as well as commissioners of the Maryland-National Capital Park and Planning Commission.

The appointments come after the planning board’s previous chair, Casey Anderson, and other board members, including Vice Chair Partap Verma, Gerald Cichy, Tina Patterson and Carol Rubin, were embroiled in controversy — which included Anderson acknowledging he kept a fully stocked bar in his office, which went against Maryland-National Capital Park and Planning Commission policy.

“Artie Harris and Josh Linden have the combined experience, leadership and listening skills that are necessary to engage with community members and the Council about land use and planning issues. These individuals will play an integral role in establishing a vision for the future of our County,” said Montgomery County Council President Evan Glass.

Harris brings extensive real estate experience, holding degrees from Stanford and Purdue universities. Linden, a planner and analyst at BERK Consulting, specializes in comprehensive plans and holds degrees from Georgetown and Portland State universities.

Harris and Linden will begin their duties on June 15, pending approval from Montgomery County Executive Marc Elrich, .

3 dead after car plunges into river below Frederick Douglass Memorial Bridge /dc/2023/04/3-dead-after-car-plunges-into-river-below-frederick-douglass-memorial-bridge/ Fri, 21 Apr 2023 18:15:34 +0000 /?p=24727806 Three people are dead after a vehicle entered the Anacostia River beneath the Frederick Douglass Memorial Bridge in Southeast D.C. on Thursday night.

Before plunging into the water, a black Dodge Charger with Maryland tags was traveling at high speeds in the grassy area between Anacostia Drive and Anacostia River. The area where the car was driving is near the 2300 block of South Capitol Street, Southwest, which is below the bridge, D.C. police said in a statement.

Inside the car was driver Artareihk Knight, 45, of Clinton, Maryland; passenger Tim Juan Mundell, 46, of Southeast D.C.; and another passenger whose identity police will release after notifying their next of kin.

Police said the car with the three inside drove off the east side sea wall and plunged into the Anacostia River, sinking under the water.

According to a radio transmission posted by safety advocate and reporter Dave Statter, after the first 911 call at 10:30 p.m., crews were initially dispatched to the 11th Street Bridge — about a mile and a half north of the Frederick Douglass Bridge.

In a statement, a spokeswoman for the D.C. Office of Unified Communications said the agency, which acts as the District’s 911 call center, “received one 911 call reporting that a vehicle left the roadway and entered the Anacostia River. Based on information provided by the caller and information presented by location determining technology, we were unable to immediately pinpoint the exact location of this tragic incident.”

The spokeswoman said the incident is still under investigation.

It’s unclear how long the initial dispatch delayed rescue crews in getting to the Frederick Douglass Bridge.

Authorities began receiving reports of a car going into the water around 10:30 p.m. Thursday.

D.C. police and D.C. Fire and EMS officials responding to the scene near the Frederick Douglass Memorial Bridge discovered tire tread marks leading into the river near the bridge.

Divers and D.C. Fire and EMS crews in boats eventually located the car in the water around 11:45 p.m.

Divers conducted a water search and found one person dead inside the submerged vehicle shortly after 12:40 a.m. on Friday.

Investigators found a second body floating in the water, while a third person was still strapped in the vehicle when rescue crews pulled the car out of the river.

²ÝÝ®´«Ã½’s Kyle Cooper reported from the scene Friday morning. Following the police investigation, the right lane inbound on South Capitol Street reopened before 9 a.m. Friday.

Part of Metro’s construction plans on Orange, Green and Silver lines begin next month /tracking-metro-24-7/2023/04/part-of-metros-construction-plans-on-orange-green-and-silver-lines-begins-next-month/ Tue, 18 Apr 2023 09:50:23 +0000 /?p=24717069 Starting next month, Metro riders in the D.C. area can expect to face major construction projects on parts of the Orange, Silver and Green Lines.

Resulting station closures will be compensated by free shuttle buses to ferry passengers between closed stations. Metro recommends that riders should plan for more time for their travel.

The stations affected by upcoming construction projects. (Courtesy WMATA)

In a statement, Metro said the four-part construction effort is focused on system maintenance and modernization, including rail replacement, fiber optic cable installation and improved station facilities.

“Continued maintenance work is essential to safe and reliable rail service,” Chief of Infrastructure Andy Off said in a news release. “We are working strategically to target maintenance locations and minimize the impacts on customers as we conduct this critical work to upgrade systems, improve reliability, and modernize station facilities.”

The work will start Friday, May 12, on the Orange Line when trains will single track while structural work goes on.

Orange Line Disruptions

  • Minnesota Avenue: single tracking May 12 – 21
  • Deanwood: single tracking May 12 – 21
  • Cheverly: single tracking May 12 – 21
  • Vienna: closed June 3 – July 16
  • Dunn Loring: closed June 3 – July 16
  • West Falls Church: closed June 3 – 25
  • East Falls Church: closed June 3 – 25

Silver Line Disruptions

  • East Falls Church: closed June 3 – 25

Green Line Disruptions

  • Fort Totten: closed July 22 – 23. Riders will still be able to board Red Line trains at Fort Totten during Green Line construction.
  • West Hyattsville: closed July 22 – Sept. 4
  • Hyattsville Crossing: closed July 22 – Sept. 4
  • College Park: closed July 22 – Sept. 4
  • Greenbelt: closed July 22 – Sept. 4

Some riders on the Green Line will remember stations included in this year’s project were closed two summers ago for construction. Metro said in a statement that since tracks at those stations were used to move equipment, the transportation agency could not install fiber optic cables, which is the plan for this year.

Police: Abducted woman dead after shootout on I-95 in Va. /prince-william-county/2023/04/1-dead-another-injured-after-police-chase-all-i-95-southbound-lanes-blocked-in-prince-william-co/ Thu, 06 Apr 2023 20:40:39 +0000 /?p=24683696 A woman who police say was abducted from her home in New York is dead after a shootout and police chase in Prince William County, Virginia, Wednesday night.

The man suspected of abducting 34-year-old Tatiana David early Wednesday morning — identified as Michael C. Davis, of Richmond — was also shot and suffered life-threatening injuries, police said.

Authorities in New York said David and Davis had been in a previous relationship and had a 4-year-old child together.

Davis was suspected of abducting David shortly after 7:20 a.m. Wednesday in the town of Ithaca in upstate New York after a witness saw the woman being forced into the white SUV by Davis against her will, according to police.

A news release from New York State Police said Virginia state troopers first spotted the white Jeep Cherokee that Davis was driving crossing into Virginia several hours later — at about 9:25 p.m. Wednesday.

When Virginia troopers tried to pull the Jeep over on Interstate 95 near the Backlick Road exit in Springfield about 9:40 p.m., they said the driver initially stopped and then sped away, later crashing into a guardrail in Dumfries and continuing heading south toward Exit 148 in Stafford.

The Jeep went off the road and crashed into a wooded area at about 10:05 p.m., police said, at which point, Davis exited the Jeep and began firing at Virginia state troopers, who returned fire. He was critically wounded in the gunfire and flown to Inova Fairfax Hospital.

A Virginia State Police spokeswoman said Davis was still being treated for his injuries at the hospital as of Thursday afternoon.

David, the woman who was abducted, was found dead outside the Jeep at the site of the crash, with an apparent gunshot wound.

Virginia State Police said previously that none of the troopers involved in the shootout were injured, but all involved are being put on administrative leave while an investigation into the shooting is underway.

Police said a gun was also recovered from the Jeep.

The Fairfax County Police Department said one of its officers was also involved, but provided no further details as state police are leading the investigation.

Southbound traffic on I-95 was blocked for several hours after the shooting. Some lanes had reopened by early Thursday, and all lanes reopened by early afternoon.

DC could see more street vending after proposed bill passes council vote /dc/2023/04/dc-could-see-more-street-vending-after-proposed-bill-passes-council-vote/ Wed, 05 Apr 2023 09:35:25 +0000 /?p=24680584 In a unanimous decision, the D.C. Council passed . The bill would also create vending zones in places such as sidewalks, make it easier for vendors to secure a license and waive currently unpaid citations for vendors.

“It’s an emotional moment that this day has finally come, and I was glad we were joined by all of the vendors in the chamber today,” Council member Brianne K. Nadeau . “This legislation would not have come into existence, and likely would not have gone very far, were it not for their tireless advocacy.”

The bill’s next stop is Mayor Muriel Bower’s office. If the mayor signs off on the bill, it will head to Congress for approval.

Nadeau said street vendors are a part of the District’s culture, bringing an energetic feel to D.C.’s neighborhoods.

“Street vendors contribute to the vibrant atmosphere of Columbia Heights, Mount Pleasant and diverse neighborhoods throughout the District,” Nadeau said.

Eloisa Diaz, an empanada street vendor who has been selling for the last four years, told ²ÝÝ®´«Ã½ in February that being a street vendor in the District is stressful and difficult. She said many vendors have had issues with police who confront them for selling without a license.

“We need support from the city to help us to be free, and be independent and not have any difficulty with the police because it’s a hard struggle to sell outside,” Diaz said.

In her statement, the council member said if the becomes law, criminal penalties for food vending would be removed even without funding.

“I’m excited that even while this legislation is not yet funded, it allows for immediate decriminalization of street vending when this passes mayoral and congressional review,” Nadeau said.
