The total number of positive cases in Virginia is now at 41, Gov. Ralph Northam confirmed.

In Maryland, the state reported five new cases on Sunday morning, putting the running total at 31. Maryland has embedded a dashboard for tracking cases on its health department web page dedicated to .

In D.C., Mayor Muriel Bowser said there have been six additional confirmed cases, bringing the total to 16 positive cases in the District.

With the news on Sunday, the total number of coronavirus cases is now near 90 in the region. D.C., Maryland and Virginia have all declared states of emergency.

In addition, one of the individuals who tested positive in Fairfax County is a teacher at Lynbrook Elementary School. It’s the first confirmed case involving staff at Fairfax County Schools.

Almost all area schools have been canceled as school systems prepare to switch to distance learning and many local venues have shuttered their doors.

The Virginia Department of Health said the patient who died was a man in his 70s from the Virginia Peninsula, which is just north of Norfolk.

Health officials said he got the disease from an unknown source. The official cause of death was respiratory failure as a result of COVID-19.

Congressman Rob Wittman (R, Va. 1) said the man was from James City County.

鈥淢y heart breaks for that patient, their family, and all those affected around the world by this virus. My staff and I are working extremely closely with Governor Northam and his staff as well as the Virginia Department of Health to address this ongoing situation,鈥 Wittman said in a statement.

Northam confirmed Saturday that the number of confirmed cases of COVID-19 in Virginia had risen to 41. A total of 395 Virginians had been tested as of Saturday afternoon.

Fairfax County had the highest number of confirmed cases in Virginia with 10.

The District鈥檚 number of reported cases has reached 16, following the mayor鈥檚 announcement Saturday of six new cases. How the patients contracted the disease is being investigated.

According to D.C. officials, two of the individuals 鈥 two men ages 28 and 46 鈥 had contact with someone who had tested positive. Two other men, a 45-year-old and a 67-year-old, had a history of travel. The other cases involved a 45-year-old man who had attended an out-of-state conference and a 55-year-old woman whose contact with the coronavirus was still being investigated.

Dr. LaQuandra Nesbitt, the director of D.C.鈥檚 Department of Health, said the District has taken steps to mitigate the spread of coronavirus, including social distancing. That includes the decision to ask government employees to telework and to close the public schools.

D.C. leaders have been pointing the public to for updated information, like where students who depend on the schools for their daily meals can be fed, public funding for child care, rules on mass gatherings and details on how to protect yourself from COVID-19.

Nesbitt affirmed the District鈥檚 ability to test patients, and reminded residents that most primary care physicians can take samples and send them to labs for testing.

鈥淣ot everyone needs to go to an emergency room to be tested,鈥 she said. 鈥淸That way] we can be sure to ensure our healthcare infrastructure remains intact in the District of Columbia.鈥

D.C.鈥檚 Department of Aging and Community Living would continue its usual meals for seniors, according to Tomas Talamante, Bowser鈥檚 Deputy Chief of Staff.

In Maryland, the total number of coronavirus cases had reached 26, according to a spokesman for Md. Gov. Larry Hogan. Maryland’s first three patients diagnosed with COVID-19 have recovered, officials say.

A spokesperson for Johns Hopkins Hospital confirmed that a “provider” had tested positive for coronavirus Saturday morning, according to The Associated Press. The Baltimore Sun reported that the provider is at home recovering and that all patients, clinicians and staff who may have had contact with the provider 鈥渉ave been identified and instructed to self-quarantine as directed.鈥


Across the region, parents are suddenly finding themselves without resources to manage their children鈥檚 care while schools are closed.

On Saturday, Hogan enacted an聽聽to expand child care access to those who provide health care, emergency services and law enforcement while schools are closed.

The state also affirmed instructions to day care centers so they may limit the spread of coronavirus. The state鈥檚 schools superintendent, Karen Salmon, called these 鈥渆xtraordinary precautions.鈥

Some of the mandates include: keeping children in small groups (10 or fewer), instructing staff members to stay home if they feel sick, instructing parents to keep their children at home if they鈥檙e not feeling well, mandating frequent hand-washing, restricting field trips and limiting outside visitors.聽.

 

 

Closures, cancellations and leniency announced

  • On Saturday afternoon, Chief Judge Mary Ellen Barbera issued an Administrative Order closing all Maryland courthouses to the public for a three week period, according to a press release. The release emphasized that courts will remain open in some capacities. As per the Order, the courts will be staffed to handle emergency matters including, but not limited to, domestic violence petitions, bail reviews, juvenile detention and shelter hearings and search warrants. Courts will also be staffed accordingly to handle the emergency matters outlined in Section (b) (1), (2), (3), and (4) of the Administrative Order.
  • Capital One in Tysons closed an office after an employee tested . The employee was last in the office, at 8020 Towers Crescent Drive, adjacent to the popular Tysons Corner Center mall, on March 6.
  • The popular Cherry Blossom Ten-Miler (and 5K) . It was scheduled for April 5. Runners are being offered three options related to their race entry fee.
  • The utility companies and are suspending disconnections and waiving new late-payment fees through May 1. is taking similar measures and suspending “in-home, nonemergency, work.”
  • Circle Yoga, a yoga studio in Northwest D.C., off Connecticut Avenue near Chevy Chase Circle, , after a student tested positive for coronavirus. Those who attended the same class (on Feb. 29) as the person who tested positive have been notified.
  • Many local parents are struggling to find child care options after schools are closed or will close on Monday.
  • Area schools are closed for at least two weeks due to the coronavirus outbreak. Here’s a comprehensive list of what each county and some city school districts are doing for children who will miss both lessons and meals.
  • While numerous grocery stores have experienced a rush of customers who are buying supplies based on concerns that they may need to quarantine, Harris Teeter, which operates numerous stores in D.C., Maryland and Virginia, announced Saturday that all stores will close for cleaning and restocking each night at 9 p.m. and then open the next day at their normally scheduled time.   • Transportation schedules and costs have been changed as local providers follow advice to promote social distancing. According to Montgomery County police, passengers Man Kei Tam Yuen, 83, of Seabrook, Maryland, and Janice Luk Chan, 72, of Hyattsville, Maryland, succumbed to their injuries at the hospital.

The driver, Cheung Foo Chan, 80, of Hyattsville, was transported to the hospital with serious injuries.

Rockville City Police and Fire and Rescue personnel responded at around 11:30 a.m. to a report of a crash in the 200 block of North Washington Street.

The vehicle, a gray 2016 Toyota Corolla, had been traveling east on Beall Avenue and made a right onto North Washington Street. Then, for reasons investigators say are unclear, the car left the roadway and struck a tree.

The crash is still under investigation. Police have asked anyone with information to call the Montgomery County police Collision Reconstruction Unit at 240-773-6620.

The insurance site, , crunched federal data and assigned composite scores for all 50 states based off the percentage of roads in poor condition, the annual cost per motorist due to roads in need of repair and the percentage of structurally deficient bridges.

The rankings went from 1 to 50, such that the first on the list, Rhode Island, had the worst infrastructure and the 50th state on the list, Tennessee, had the best.

Maryland ranked 46th; the cost per motorist due to the 11% of roads in need of repair, according to QuoteWizard, is $356. The data also shows 20% of Maryland’s state highway spending goes toward road repairs.

In 45th-ranking Virginia, where 10% of roads need repair, the cost per motorist is $430. The state spends 19% of funds on road repairs.

In an effort to continue repairs along the Baltimore-Washington Parkway, earlier this month Senator Chris Van Hollen secured a $75 million increase in funds intended to cover the costs of additional repairs.

The incident happened at around 8 p.m., as emergency personnel on an unrelated call were working to remove a sick passenger from a flight that had just arrived at Gate E-10.

Six people were hurt when the jet bridge failed. They were treated for non-life threatening injuries and were released from the hospital on Sunday morning.

The jet bridge was taken out of service.

Crews had inspected all 33 of the jet bridges that had brackets made by the same manufacturer and found they were safe to use, state officials said. But as a precaution, five other jet bridges would be taken out of service Sunday night in order to replace similar brackets that were installed at around the same time as the defective one.

The fixes aren鈥檛 expected to disrupt operations, state officials said.

The jet bridges 鈥 the walkways between the terminal and the plane 鈥 would be put back in services as the fixes are completed.

Montgomery County Fire and Rescue spokesman Pete Pringer tweeted dramatic images of the horse rescue from the scene as crews spent hours digging a trench to free the 2,000-pound animal. He said the entrapped horse was extricated at around 10:30 a.m.

Piringer said the incident began around 7:30 a.m. in the 4700 block of Sandy Spring Road.聽A veterinarian was at the scene and the horse appeared to be faring well.

Crews from neighboring Frederick County assisted with the rescue.

The National Weather Service has issued freeze warning until 10 a.m. Monday for the D.C. and Baltimore areas.

Temperatures will drop into the 30s, threatening crops and outdoor plants.

The freeze-out is a far cry from the near-70 degree highs the region enjoyed at the start of the weekend. On Sunday, the arrival of a strong cold front brought gusty winds and near-freezing temperatures.

Forecasters say the winds will die down by Monday morning. There will be clear skies with plenty of sun 鈥 but temperatures will still be colder than usual, with lows in the mid 30s.

NBC Storm Team 4 Meteorologist Steve Prinzivalli says highs will only reach near 60.

A warm-up is in store for Tuesday, with temperatures reaching the mid 60s. But that鈥檚 about it for the good news. A cold front is expected to move in over the course of the week, bringing in another shot of chilly air and more 50-degree highs.

What鈥檚 more, Prinzivalli says that by next weekend, a new storm could arrive, bringing with it the risk of rain and gusty winds. Sunday鈥檚 Marine Corp Marathon is in its cross-hairs.

Durkin on leave while school investigates a bullying allegation.

Damon Evans has announced Coach DJ Durkin is on leave effective immediately while a thorough examination of our coaching practices is conducted. Matt Canada will serve as interim head coach. We must do better, and we will rebuild a culture of respect in our football program.

The announcement follows an聽that referenced players’ complaints that Durkin and Rick Court, the person in charge of team’s strength and conditioning staff, cultivated a culture of toxicity on and off the field. ESPN said the players spoke on the condition of anonymity out of fear of repercussions of talking publicly.

Athletic Director Damon Evans said in a statement Saturday that placing Durkin on leave was “the best decision” for the football program so that the “culture of the program” could be reviewed.

Court was placed on paid leave as part of the investigation into the article’s claims,聽The Associated Press reported Saturday, citing an anonymous source.

The school is also investigating the death of聽offensive lineman Jordan McNair, 19, who died weeks after an offseason workout in June. Heatstroke was eventually determined to be the cause of his death.

McNair was majoring in kinesiology and was a redshirt freshman last year. He played in one game for Maryland, against Towson, on Sept. 9.

Dr. Rod Walters, a former college athletic trainer, has been hired by Maryland to investigate the circumstances of the death; a report is expected by Sept. 15, The Associated Press reported. McNair’s parents are being represented by Baltimore attorney Bill Murphy, whose firm is also investigating.

The university said members of the athletics staff had been placed on administrative leave pending the final outcome of McNair’s death investigation and that it had “commissioned an external review of the procedures and protocols surrounding athletes鈥 health and safety.”

Athletic Director Damon Evans, in a letter to the university’s community, disputed the accusations in the ESPN report, stating that the claims were “not reflective of the culture we seek to build here.” He also said he was “committed to swiftly examining and addressing any reports brought” to his attention.

Maryland’s gubernatorial candidates weighed in on the controversy on Saturday.

Ben Jealous, the Democrat running for governor, published a tweet calling for Evans and Durkin’s suspensions, ahead of the announcement that Durkin was placed on leave.

Maryland Gov. Larry Hogan also issued a statement:

鈥淚n light of deeply troubling reports about the University of Maryland football program鈥檚 training practices and general culture, I support the university鈥檚 decision to suspend Coach DJ Durkin, and expect that the investigation into the program will be wide-ranging and thorough. WASHINGTON 鈥 Chanting “The people united will never be defeated,” hundreds rallied at the University of Virginia on Saturday, an effort they say was meant to demand justice over racism.

The “Rally for Justice” event was tied to the one-year anniversary of the white nationalist “Unite the Right” rally, which resulted in the death of counterprotester Heather Heyer.

UVA Students United had organized the rally on the north plaza of the campus’ rotunda. The student group said on the event’s聽聽that the rally was meant to “reclaim the North Plaza of the Rotunda and demand justice for those who have suffered at the hands of white supremacy.”

But some protesters rallied in a different place than planned. There were no apparent arrests or other issues, although there were some tense moments near the Rotunda.

The Associated Press reports that police had a brief, tense confrontation with students angry over their heavy presence there this weekend.

“Why are you in riot gear? We don’t see no riot here,” activists chanted Saturday evening.

Much of the protest was anti-police in addition to anti-racism.

Shortly before a pre-planned evening rally to mark the anniversary of a campus confrontation between torch-carrying white nationalists and counterprotesters, activists unfurled a banner that said, “Last year they came w/ torches. This year they come w/ badges.”

A group of more than 200 protesters then marched to another part of the University of Virginia’s campus, where many in the crowd shouted at officers in riot gear who had formed a line.

Kibiriti Majuto, a coordinator for UVA Students United, said the students moved to another part of campus because they didn’t want to be “caged” in the area where the rally had been planned.

“How does that create a sense of community? How are we going to be safe in that situation?” he asked.

Majuto said police “were not on our side” last year when white supremacists surrounded counterprotesters on the rotunda.

“Cops and Klan go hand in hand,” he said.

Charlottesville city councilman Wes Bellamy said he tried to diffuse the situation and told the police commander that the students were upset by the officers’ tactics, calling the officers’ riot gear “over the top.”

After a few minutes, most of the demonstrators began to walk away. There were no immediate reports of arrests on campus.

The rest of the day had been much quieter.

On Sunday, the District is bracing for a “Unite the Right 2” anniversary event. Organizer Jason Kessler sought out Washington after failing to get approval in Charlottesville. Several counter protests and rallies also have been planned for Sunday.

Larry Hogan declared a state of emergency following massive flooding in Ellicott City on Sunday.

The National Weather Service issued a flash flood emergency. Officials urged residents to seek higher ground immediately.

NBC Washington’s Darcy Spencer told 草莓传媒 that people were trapped in buildings on Main Street and downtown Ellicott City.

Spencer also said as of 9 p.m. Sunday, there were no reported fatalities.

The Howard County Department of Fire and Rescue Services tweeted that multiple rescues were carried out, and rescue swimmers were called in to help. The department also said swift water units from as far away as Northern Virginia were coming to help.

The Federal Emergency Management Agency had awarded the state $1,044,224 for flood-mitigation efforts in Ellicott City earlier this month.

Maryland State Police said the portion of Interstate 695 between Interstate 70 and Washington Boulevard was also flooded.

National Weather Service Doppler Radar suggests more than 9.5 inches of rain has fallen in past several hours, according to Storm Team4’s Mike Stinneford.

Stinneford said the rain has caused the Patapsco River to come “rampaging through the Main Street, very similar to what happened two years ago on July 30.”

He said this flood may even be worse than the 2016 flooding.

In a tweet, Howard County government said the flooding was on the same scale as a deadly 2016 storm. On July 30, 2016, flood waters ripped through Ellicott City’s historic downtown. Two people died as a result.

Howard County Executive Allan H. Kittleman, who spoke to 草莓传媒 from the county’s emergency operations center, characterized the flooding as “very bad.”

He said there have been no reports of injuries but also said the situation was still developing and that more rain was expected.

“We’re just asking people to not come to Ellicott City,” Kittleman said. “Get off the roadways so that our emergency vehicles can get there when they need to.”

The Roger Carter Community Center, at 3000 Milltowne Drive, was opened up to residents in need of shelter.

As the flooding progressed,聽flurry of videos and pictures were posted on social media, including this Periscope tweeted at around 6:30 p.m. (Warning: The Periscope contains some strong language).

The D.C. area braced for flash flooding as heavy rains moved through the D.C. region on Sunday. In Howard County, NWS said Ellicott City, Catonsville, Woodlawn, Arbutus, Ilchester and Oella were expected to experience flooding.

Flash flooding warnings were also issued for Frederick and Anne Arundel counties in Maryland.

A Maryland State Police computer crimes task force has joined special police units from multiple states in investigating the origins of a聽video that appears to show an underage girl involved in a sex act.

“It’s repulsive and criminal,” Baltimore police spokesman T.J. Smith said in a tweet.

The clip was widely shared on social media and on internet service providers across the country, state police said.

Anyone with information about the identity of child or the suspect in this video is asked to contact Maryland State Police at 410-653-4200.

Police have asked those who receive the video to delete it and immediately report it to the social media or internet service provider.

Police said a Lexus SUV struck a utility pole on University Boulevard West at Royalton Road near the Four Corners area of Silver Spring.

The driver, Leonel Osvaldo Gonzales, 24, and the passenger, Hodimyr Gonzalez, 28, were pronounced dead at the scene. Both men were from Silver Spring.

The crash happened at around 2:30 a.m.

Police said speed may have may have been a factor.

Anyone with information is asked to call Montgomery County police investigators at 240-773-6620.

鈥淚 was vegan and I couldn鈥檛 find many places to eat,鈥 said Brown, who joked that it was like living in the Dark Ages.

Southern fried chicken without the chicken? Nope.

Collard greens without the smoked ham hocks or turkey? It just wasn鈥檛 happening.

鈥淭here wasn鈥檛 anything out there,鈥 Brown said.

Seeing a business opportunity, Brown and his wife Naijha Wright-Brown opened their own vegan soul food restaurant, Land of Kush in Baltimore.

It used to be that if you were a vegetarian in the mood for soul food, too bad. No one was around to fix your plate. But times have changed.

Options all over

Soul food vegans now have plenty of options 鈥 flavors so good that, according to Brown, 鈥測ou feel like you鈥檙e at home at mom鈥檚 house or grandma鈥檚 house eating that Sunday dinner.鈥

Local vegans can find soul food all around D.C. NuVegan 鈥 with locations in D.C. and College Park, Maryland 鈥 has soul food offerings on its menu. Even grocery stores like Trader Joe鈥檚 and Whole Foods sell ready-to-serve entrees with a soulful flair.

鈥淭hat鈥檚 the great thing about the time we鈥檙e living in,鈥 Brown said 鈥淔or vegans, you can find plenty of substitute products or ingredients that vegans use readily on the market.鈥

At Kush, vegan barbecue rib tips, smoked collard greens and candied yams are among its menu’s delights. Their remix of a regional favorite, crab cakes, uses well-seasoned shredded seitan, a meat substitute made from wheat gluten. It’s a line-forming favorite.

鈥淲e fry it off in a pan and, voila, you have vegan crab cakes,鈥 Brown said.

When done right, vegan soul food is so good that 鈥測ou won鈥檛 even miss the meat,鈥 said restaurateur Baruch Ben-Yehudah. He owns two vegan soul food restaurants, Evolve Vegan Restaurant in D.C. and Everlasting Life in Capitol Heights, Maryland. He also owns Vegaritos, a vegan restaurant in D.C. with a menu he describes as 鈥渁 little south of the border.鈥

Ben-Yehudah started his soul food venture in a garage more than a decade ago out of necessity. 鈥淚 really got a little tired of going into other people’s neighborhoods in order to buy healthy food,鈥 he said.

A cuisine borne of necessity聽

Soul food is the embodiment of comfort food, and it鈥檚 a cuisine steeped in cultural nostalgia. But its origins trace back to the hands of slaves who had to make do with whatever provisions they could get ahold of.

鈥淭hey took whatever they inherently knew from their previous cultures, and mixed that and combined that with what became a phenomenon,鈥 Brown said.

The problem with soul food as we know it today,聽Ben-Yehudah said, is that it takes ingredients that aren鈥檛 so healthy 鈥 fat, sugar and salt 鈥 and amplifies them.

Even modern-day soul food recipes that seem obviously translatable, such as greens, really aren鈥檛 so obvious because they lean on meat for flavoring.

鈥淧eople want to eat healthy, but they don’t want to sacrifice taste,鈥 Ben-Yehudah said.

Putting soul on a healthy plate聽

Chefs say good vegan soul food recipes are able to capture the spirit of the dish by drawing on the same indulgent spicy-earthy flavors that make such cuisine distinct, while satisfying the palate.

This approach is something you see in cookbooks such as chef Bryant Terry’s “,” one of Amazon’s best-selling cookbooks. In the book, Terry writes that his recipe for tofu curry with mustard greens was inspired by a recipe for Tanzanian fish curry. His recipe also includes chunky peanut butter, giving the finished dish a rich, creamy texture.

Evolve offers a vegan Southern-fried 鈥渃hicken鈥 made from tofu. It also serves vegan collard greens and mac-and-cheese dishes.聽You鈥檒l never mistake any of the ingredients on these plates for an animal product,聽Ben-Yehudah said 鈥 but that鈥檚 the point.

鈥淲e give you a completely different taste experience,鈥 Ben-Yehudah said. 鈥淵ou can embrace that. You can feel the soul in it.鈥
