Montgomery County police on Wednesday who was killed as William Vance Payne II, 58, of Virginia. He was driving a 2007 Toyota Matrix along Clopper Road when a stolen 2015 Kia Optima, driven by the 13-year-old boy on Great Seneca Highway, entered the intersection of the two roads and struck the Toyota, police said.

The crash happened at around 5:25 a.m. Tuesday. Officers arrived to find both vehicles severely damaged. Payne was pronounced dead at the scene.

The teen driver was taken to the hospital in a condition police described as critical but stable. The six passengers in the Kia were all also taken to hospitals. Inside the Kia were four girls, ages 14, 14, 13 and 12, and two boys, ages 15 and 12, along with the driver.

The Kia was reported stolen from a home in Germantown several hours after the collision, police said.

The investigation into the crash may take several weeks to months to complete, police said. The Montgomery County State’s Attorney’s Office will decide which criminal charges, if any, are filed once it receives the evidence.

Howell was the state senator representing District 32 from 1992 to 2024 and was chair of the state’s Senate Finance and Appropriations Committee.

Among the advisories lifted Friday is the contact advisory for the shoreline and river sediment between Lock 11 and the shoreline surrounding Minnie’s Island, and residents may resume recreational use of the area, Montgomery County Health Officer Dr. Kisha Davis said in a statement.

According to Davis, in these areas has shown bacterial concentrations have returned to acceptable levels.

As always, officials still recommend against ingesting any water from the Potomac River.

Significant rainfall can also cause bacteria levels to surge in the river for the next 48 to 72 hours, and the public should exercise additional caution regarding the river after heavy rain, the statement said.

Officers responded to the crash at the intersection of University Boulevard West and Colesville Road, right next to Montgomery Blair High School, just before 10 p.m., Montgomery County police said.

A Chevy Silverado was traveling west on University Boulevard when it struck a guardrail, the curb, two trees and a utility police, all of which were on the left side of the road, according to police. The Chevy overturned, police said, and then struck the rear of two vehicles stopped at a red light at the intersection of University Boulevard and Colesville Road.

Two men inside the Silverado became trapped. The driver died at the scene and the other man was taken to the hospital with non-life-threatening injuries, police said.

Everyone else involved in the crash was not injured and declined transport to the hospital, according to Montgomery County Fire and Rescue Service spokesman David Pazos.

The Fairfax County Police Department in Virginia identified the man shot Tuesday by one of its officers after the man allegedly tried to grab the officer’s gun.

Nehemia Fuentes Banegas, 26, of Annandale, Virginia, is charged with attempted disarming of a law enforcement officer and is being held at the Fairfax County jail on no bond.

According to police, Fuentes Banegas was armed with two knives and had stabbed himself before running away from the home police had been called to Tuesday morning. Officers went to the home in the 7000 block of Sutter Lane after the man’s wife told police he had threatened her and stabbed himself.

Once officers got there, they began searching a wooded area for Fuentes Banegas.

“As officers searched the area, Fuentes Banegas suddenly emerged from heavy brush, violently grabbed an officer鈥檚 firearm, and attempted to disarm him. The officer discharged his firearm while a second officer simultaneously deployed his department-issued taser,” the department said in a news release.

Fuentes Banegas was grazed by one of the shots, according to Fairfax County Police Chief Kevin Davis, and was taken to the hospital with non-life-threatening injuries.

Fairfax County Police Chief Kevin Davis said he had never encountered anyone grabbing his gun during his 35 years in law enforcement.

Davis said body-camera video also helped investigators recover two knives that police allege Fuentes Banegas had used to stab himself.

U.S. Immigration and Customs Enforcement said Fuentes Banegas entered the United States through Texas in 2022 without legal authorization and was released into the country. ICE said it has .

In a statement, Assistant Secretary Lauren Bis called on Virginia Gov. Abigail Spanberger and other state officials . Bis criticized Spanberger鈥檚 policies limiting state cooperation with ICE.

The officer who shot Fuentes Banegas is a 12-year veteran of the force assigned to the K9 Unit and has been placed on restricted duty status pending the outcome of criminal and administrative investigations, the department said.

Body-worn camera footage of the shooting will be released within 30 days in accordance with the department鈥檚 guidelines. The name of the officer will be released within 10 days.

Of the 148 cases this year, 144 occurred from May 1 through Tuesday; 48 were acquired domestically, 54 were acquired internationally and 46 are pending further investigation, according to the department.

Health officials in Maryland have not identified a common link for this year’s cases, department spokeswoman Amanda Hils told 草莓传媒.

Symptoms usually begin around a week after eating contaminated food or drinking contaminated water.

Police began investigating 39-year-old Nathaniel Lee, who worked as a tax preparer and Franconia Museum guide, in December 2022. Lee was requesting child sex abuse images on the file sharing network Freenet, prosecutors said.

When officers executed a search warrant in June 2024, they took multiple devices of Lee’s that contained a “large volume” of images and videos depicting minors engaging in sexually explicit conduct. Lee would later admit to possessing around 4 million images of child sex abuse material, according to prosecutors.

Lee was convicted Monday following a bench trial on three total counts in connection to his possession of the images and is scheduled to be sentenced Jan. 6.

He’s from Potomac, Maryland, and played his high school ball at Winston Churchill, where he was named the 2022 Maryland Gatorade Player of the Year and a 2022 Washington Post All-Met selection.

According to MLB.com, Hacopian grew up a Nationals fan, admiring the likes of Ian Desmond, Danny Espinosa and others. He also played his first two collegiate seasons at the University of Maryland, where his father Derek played before him, before transferring to Texas A&M for his junior season.

With the Aggies, Hacopian hit .319 with 11 home runs and 41 RBI across 42 games en route to being named First-Team All-Southeastern Conference and a Third-Team All-American by Baseball America, the Nationals said in a news release.

After inking his contract Wednesday, Hacopian donned his new jersey and ball cap and stepped onto D.C.’s beloved diamond as a part of the Nationals organization for the first time.

“That was so cool, oh my gosh. I’ve been in the stands like, 100 times, but being on the field is so different,” he said.

Hacopian was ranked 14th among MLB Draft prospects by MLB.com. The 6-foot-1-inch, 210-pound second baseman boasted one of the best bats in college baseball, according to MLB.com, with excellent control over the strike zone and feel for the barrel, along with solid pop.

Sarah Katherine Magid, 36, was a teacher at Dr. Charles R. Drew Elementary School in Silver Spring, Maryland, at the time of her arrest in 2024 on charges related to drug distribution. According to court documents, Magid sold fentanyl in March 2024 to a man who was found dead from an overdose just two days after the transaction.

The investigation into Magid also revealed texts that indicated she would step outside the school to sell drugs during school hours.

Texts in the charging documents show the man who fatally overdosed in March 2024 asking Magid for pills on numerous occasions, specifically 鈥淴ans,鈥� slang for the benzodiazepine Xanax. There was also evidence of benzodiazepines in the man鈥檚 system when he overdosed.

Just two days before the man was found dead, message transcripts in charging documents show he was texting with Magid throughout the day to arrange the delivery of 30 pills. When the man had picked up 30 pills for Magid, she responded saying, 鈥淚鈥檒l give you 1 (one) I guess,鈥� followed by a message reading, 鈥淎s long as it鈥檚 30.鈥�

Hours later, charging documents say Magid informed the man she was getting 鈥渂ars,鈥� slang for a specific rectangular shape of Xanax. The man responded by saying, 鈥�($)16 for a bar?鈥� followed by, 鈥淚鈥檒l get 2.鈥�

That night, March 23, the man texted Magid saying he believed the pills were fake and Magid began assuring him that was not the case, charging documents said. In the early morning hours, he texted Magid that he鈥檇 changed his mind and believed the pills were real.

On the morning of March 24, Magid texted the man, 鈥淯 want more xans lmk,鈥� charging documents stated. Magid continued to text the man throughout the day and the following days and got no response.

The man was found dead the night of March 25.

Magid was sentenced to 151 months in federal prison, followed by three years of supervised release. U.S. District Judge Paula Xinis also ordered Magid to pay restitution of just over $25,000 for costs associated with the funeral of the man who overdosed.

One person is dead after a small plane crashed Tuesday near Fredericksburg, Virginia.

The small plane, a Montana Coyote, crashed at 11:05 a.m. Tuesday near Shannon Airport. The only occupant, 78-year-old Rowland Babcock Jr., of Ruther Glen, Virginia, died as result of the crash.

The single-engine, two-seat plane went down at the Greenline Service Corporation, a tractor dealer across the street from the airport.

“I can see where the plane 鈥� a single-engine, home-built, short takeoff and landing aircraft, and it is crumpled at the end of the parking lot around a lot of the tractor equipment,” 草莓传媒’s Jimmy Alexander reported from the scene.

“As I was standing here I just watched a plane fly over, and I guess that the landing path that they fly right over this parking lot, all the time. The airport is literally across the street from this John Deere tractor store,” Alexander said.

The National Transportation Safety Board said in a post on X it was investigating the crash. The Federal Aviation Administration has also been notified, Virginia State Police said.

Tuesday afternoon, the Spotsylvania County Sheriff’s Office said in a post on social media there was a large emergency personnel presence near Shannon Airport.

Karriem Jackson, now 31, was found guilty last summer of fatally shooting 24-year-old Christopher Alan Johnson and 25-year-old Frank Chineji Sapele. The shooting happened in the early morning hours of Nov. 1, 2020, at a house party in Dale City. Two other people were seriously injured.

Jackson was convicted of two counts of first-degree murder, two counts of aggravated malicious wounding and several weapons violations.

Prince William County Circuit Court Judge Robert Coleman sentenced Jackson last week to 198 years in prison with 55 years suspended 鈥� effectively 143 years behind bars.

“It is a tragedy that two lives were ended in a senseless act of gun violence. While the sentence imposed today cannot bring the victims back, it does send a clear message that this kind of violent criminal behavior will not be tolerated in our community,” Prince William County Commonwealth鈥檚 Attorney Amy Ashworth said.

According to Ashworth’s office, Jackson got into an argument at the party with someone who lived at the home, which escalated into a physical fight during which Jackson pistol whipped the individual. Jackson was told to leave, at which point he fired multiple rounds into the crowd, killing Johnson and Sapele and seriously injuring two other partygoers.

One person had contact with the cat, which later tested positive for rabies, on June 18 at a veterinary facility in the county. The Loudoun County Health Department is working with this individual for proper treatment, the department said in a news release.

The cat, which was euthanized June 26, was an average-sized brown tiger/tabby cat with white feet and white markings on her face and had no collar or microchip, according to health officials. The cat was seen with five kittens with gray and white fur and black striped markings.

Anyone who thinks they may have been in contact with the cat or kittens between June 6 and June 16 should contact their healthcare provider or the Loudoun County Health Department at 703-777-0234 or via email.

There have been several reports of rabid animals in the region this year. Across the state, 117 animals tested positive for the virus during the first three months of the year, including a bat and a skunk in Culpeper County, and three raccoons and a skunk in Fauquier County.

No human exposures have been reported, and Virginia has reported only two human cases of rabies since 2009, according to the state’s health department.

In Maryland, officials at the Carroll County Health Department are asking anyone who attended a fireworks display on July 3 in Mount Airy to get evaluated for possible rabies exposure after bats were scared out of trees as the fireworks began.

, county health officials warned of potential exposure.

鈥淏at bites are very small and may not be noticeable. If you had contact with a bat, get a rabies risk assessment to make sure you get treatment if needed,鈥� said Joe Mancuso, rabies program manager with the Carroll County Health Department.

The bottom line, “Avoid contact with wild animals and unfamiliar pets,” said Dr. Zelalem Attlee with the Rappahannock-Rapidan Health Department.

Attlee said officials are not noticing a spike in confirmed rabies cases but that it’s never a bad time to remind the public that there is a potential danger for infection, especially among animals such as raccoons, ferrets, bats and cats. He said any animal that spends time outdoors potentially interacting with wild animals is at risk.

Attlee advised immediate action if a person thinks they have been exposed.

“Seek medical care immediately. Do not wait for symptoms,” Attlee said.

If you’re bitten by an animal, wash the wound immediately with soap and water, and use rubbing alcohol if it’s available. If a pet has been exposed, Attlee recommended immediately contacting a veterinarian.

“If possible, safely identify the animal so it can be evaluated or tested,” Attlee said. “Do not attempt to capture it yourself.”

Symptoms of rabies in humans generally appear after an incubation period of one to three weeks. Early symptoms are much like the flu: Fever, body aches and sore throat. Advanced symptoms include hyperactivity, extreme anxiety, hallucinations and, in severe cases, severe pain in the throat while attempting to drink water.

Pet owners in D.C., Maryland and Virginia are legally required to get their pets vaccinated against rabies by the time they are four months. A booster shot is required one year later.

If not treated, rabies infection is almost always fatal. But with early intervention and treatment, the disease is 100% preventable, according to Attlee.

“Early treatment can prevent rabies and save lives,” he said.

Police shot and killed 25-year-old Alexander LaMorie on March 1 at the Patuxent Commons in Columbia, an apartment complex with units for seniors and people with disabilities.

LaMorie had called 911 to report he was being harassed and blackmailed, and had made suicidal statements over the phone and to officers who responded, according to the office of Maryland Attorney General Anthony Brown.

from the shooting shows LaMorie carrying a knife and approaching officers, ignoring their commands to stop, before he was shot.

The police department’s chief at the time, Gregory Der, announced his retirement days after that footage was released.

Brown’s office’s investigation into the shooting lasted four months and ended Wednesday.

“After completing its investigation and evaluating all the available evidence, the Office of the Attorney General has determined that the subject officers did not commit a crime under Maryland law. Accordingly, the Attorney General has declined to prosecute the subject officers in this case,” a news release from Brown’s office stated Tuesday.

In its full report on the shooting, the attorney general’s Independent Investigations Division stated it considered three criminal offenses when looking at the evidence including violation of Maryland’s use of force statute, voluntary manslaughter and second-degree murder.

The division found there was insufficient evidence to support each one.

The full timeline is set for one of the biggest parties of the year in D.C., and there are a lot of changes people planning on flocking to the National Mall to celebrate July Fourth should know about.

Plan for a long day and pack light; events are scheduled deep into the night and new security restrictions are in place that prohibit items once allowed on the Mall.

And because temperatures will hover near the century mark for much of the day, 聽聽organizers have pushed back when guests can arrive on the Washington Monument grounds.

The fireworks show, which President Donald Trump and his Freedom 250 task force said will be the largest in history, is scheduled to begin until after Trump is scheduled to make his speech at 11 p.m. Guests were initially planned to be allowed to enter the Monument grounds at 1 p.m., but because of the extreme heat, it has been pushed back to 5 p.m.

Freedom 250 also advises that visitors do not begin to line up until 4 p.m. According to a joint statement from the task force, and the National Park service they are expanding “cooling resources, water stations, and medical support across the grounds.”

Military flyovers begin at 1:15 p.m. and continue every hour until sunset, according to Freedom 250, Trump’s task force behind some events tied to the nation’s semiquincentennial and separate from America 250, the bipartisan group funded by Congress. See the full list of times here.

Musical performances will also take place during the day, and the evening live broadcast portion begins at 7 p.m., which will include speakers and music from the Joint Armed Forces Orchestra.

Trump will speak at 9:45 p.m., and the fireworks show will start at 10:30 p.m. and last about 40 minutes, according to Freedom 250. The show will feature 850,000 fireworks shells launched from 10 sites.

How to get in and out

There is no designated parking for the event, and parking around the National Mall is not advisable. Organizers recommended public transportation, or taking a rideshare to the area.

A $15 credit on Lyft rides will be available in D.C., Maryland and Virginia from 4 p.m. on Independence Day until 4 a.m. the following day.

Fares on Metro will be free from 5 p.m. on July Fourth until 2 a.m. The rail system will also increase service starting at 5 p.m. to accommodate larger crowds, Metro .

To get to the security entrance on 14th Street between Constitution and Independence avenues, use the Federal Triangle or Smithsonian stations on the Orange, Blue and Silver lines. Those traveling on the Red Line can exit at Metro Center and walk to avoid a transfer.

Freedom 250 said that will be the primary public entrance.

To get to security entrances at 12th and Madison, 12th and Jefferson, 7th and Madison or 7th and Jefferson, use the L’Enfant Plaza or Archives stations. Those on the Red Line can exit at Gallery Place and walk to avoid a transfer.

If you’re looking to avoid crowds as much as possible while using Metro, alternate stations that are a farther walk to the Mall include Judiciary Square, Union Station, Foggy Bottom, Capitol South and Federal Center SW.

What you can and can’t bring

The list of prohibited items is longer this year, partly due to the fact Trump will be delivering a speech at the event. All guests will also have to pass through security magnetometers before entering.

There is a strict clear bag policy this year, according to Freedom 250, meaning attendees are permitted one clear bag not exceeding 12-by-6-by-12 inches or one small clutch no larger than 10-by-6-by-2 inches.

The states pets other than service or guide animals, balloons, aerosols (including bug spray and sunscreen), bikes, coolers, camping and folding chairs, balls and Frisbees, drink tumblers, vapes, lighters and more are not permitted into the event. Blankets and strollers are allowed.

No on-site storage will be available and any items surrendered at security checkpoints will be thrown out or destroyed.

Do I need a ticket?

Those planning to attend can reserve up to four tickets per phone number. and are free. Registration is recommended, but you do not need to register to attend.

Public viewing areas on the Mall are free and available on a first-come, first-served basis.

The event will also be on Independence Day.

Be weather ready

A scorching heat wave is baking the D.C. area and will continue to do so on the Fourth of July. Attendees should come prepared with permitted sun protection and be sure to hydrate. Organizers recommend those sensitive to air quality issues and loud noise avoid the event.

Children, older adults and those with underlying health conditions should avoid prolonged time outside, as the high temperature July Fourth will approach 100 degrees.
