Is NKorea pulling away from efforts to normalize relations with SKorea?

WASHINGTON — There are signs North Korea is backtracking on its efforts to mend fences with the South.

It has canceled a key joint cultural event with South Korea just days before the Olympics, leaving many to wonder if this could prevent the talks between the two nations.
