To the displeasure of nearby residents, CSX has won Federal Highway Administration approval of a plan to rebuild and expand a 100-year-old freight railroad tunnel in Southeast D.C., .
Neighbors of the tunnel, which passes under Virginia Avenue SE, are concerned about traffic congestion, dust, noise and other disruptions over the three-and-a-half years it is expected to take to add a second set of tracks to the tunnel and make it tall enough to accommodate double-decker freight cars.
CSX has been pushing to enlarge the tunnel to eliminate delays that occur from the current single-track configuration of the tunnel.
